Created in 1928, The BIE is the Intergovernmental Organization in charge of overseeing and regulating all international exhibitions that last more than three weeks and are of non commercial nature (“Expos”). Today, 4 types of Expos are organized under its auspices: World Expos, Specialized Expos, Horticultural Expos and the Triennale di Milano.

In November of 1965 , the BIE awarded the city of San Antonio, Texas with the rights to host the official 1968 World’s Fair. As the city of Seattle, WA. had hosted the official 1962 World’s Fair just a few years earlier, the BIE classified HemisFair 68′ as a “Specialized Expo”
